Data spaces and digital transformation in healthcare

REGISTRATION FORM and SPEAKERS
The emphasis will be on the European Health Data Space, exchange of experience and good practice examples from Slovenia and other countries that are leaders in healthcare digitalisation.
Portugal and Germany, which together with Slovenia are part of the "EU Presidency Trio", will present their experience and priorities of the Presidency, as well as good practice examples from their countries. Guests from Finland will explain why they are leaders in the secondary use of data and how they encourage healthcare employees in quality data collection. Israel will present the implementation of the national digital health strategy and share their "lessons learned". Guests from Spain will present their plans to create a regional ecosystem of IT solutions in Catalonia as well as a unified patient record. The discussion on the role of digital literacy in healthcare, as an important competence of healthcare professionals as well as patients, will conclude the eHealth week.

Spain: Good practice examples at the regional level. Standardization of a unified patient record & creating a regional ecosystem of IT solutions.

Catalonia is a globally respected region for its innovative approach to healthcare. The current EHR systems are proving to be too expensive to maintain, so the region has opted for a different approach. Catalonia is now investing EUR 40m in a new digital health strategy to focus on developing a new model of information systems and Electronic Health Record based on the openEHR - open data standards. The expectation is that the open standards and open data will allow clinicians to have a single comprehensive overview of the patient data that will allow them more time to spend with patients.
Discussion will focus on the Integrated care based on the new digital health strategy in Catalonia.

Germany: Good practices at the hospital level and secondary use of data
Roundtable, moderated by Tjaša Zajc
Interoperable solutions in medical informatics at all levels, including points of care, are the basics for the creation of a common European Health Data Space and support secondary use of data. To this end HiGHmed, a consortium of nine university hospitals in Germany, is working on novel, interoperable solutions in medical informatics with the aim to make medical patient data accessible for clinical research and education which will, in turn, improve patient care. By building safe data integration centres, the project aims to establish a technology platform enabling clinicians to take data-based and patient-centric decisions.
We will discuss about present and future of secondary use of hospital data in with experts from Germany and Slovenia.

Finland: Secondary use of data
Roundtable, moderated by Tjaša Zajc
Finland prioritises the secondary use of health data and sees this as a new platform market opportunity to become international leader in development of new products and services. Finnish legislation makes it explicit that personal data can be protected while also enabling secondary use where data is anonymised. The idea of the secondary use law is that individual consents or data permissions are not needed, but permission for secondary use is granted by health authorities. Finland has many of the data infrastructure foundations, particularly in terms of datasets and registries, data institutions, patient representation, and legal frameworks. The whole system relays on proper documentation and data entry by healthcare professionals.
At the round table we will discuss with our guests the Finnish approach to secondary use of data, how it works, where are the technical and human challenges.

Israel: Implementing the national strategy for digital health - challenges and opportunities

Israel has set the ambitious goal to make the Israeli health system one of the world leaders in digital health solutions. Through the implementation of the Digital Health Strategy the Israeli digital health industry will become a national growth engine and a hub for global innovation. There is a series of policy instruments, incentives and ICT infrastructure approaches that drives this transformation.
Guests from Israel will share their experience in assembling and implementing the Israeli national strategy for digital health as a growth engine and discuss about challenges and opportunities.

The role of digital literacy in healthcare (in Slovene)

Discussion about the importance and role of digital literacy and empowerment in healthcare. At every point of patient treatment, we encounter a bunch of digital tools that we need to know how to use, at the level of the individual, as well as at the level of healthcare organizations and other stakeholders. Only empowered individuals - be they patients, healthcare professionals or other stakeholders - can contribute together to better treatment outcomes, better healthcare, a more pleasant experience and, finally, more accessible healthcare.
We will present some good practices in raising awareness and introducing trainings for various target groups, from the elderly to professionals in Slovenia. However, must consider the challenges that arise in the real environment and call for the establishment of a systemic solution and support for this important area.
